Thanks to a combination of the welfare state, lower standards of education, and a general "It's not your fault, it's DA KAPITALISTZ" attitude, in the minds of these young kids, their actions and the consequences have been totally separated.
It's not normal, it's not right, and no society can operate where people don't pay for their mistakes and bad choices.
That's why we're in the shit.

If any of you have read 'Wasting Police Time' by Dave Copperfield, there is a line in the book that sums up the youth of this country completely.
The welfare state has created a generation of kids that think it's funny to smash up a doctors sergery.
Although, in this case it is not a doctors sergery, the principle is the same. It is bad enough that police officers get attacked, but fire crews and paramedics are there simply to help people, and should be off limits for this kind of thing.
