What a load of scare mongering bollocks!! If people did not believe that shit it would be laughable.
I would imagine that exposure on this very tiny scale would take more than a life time's worth of exposure to cause cancer. There are so many more life threatening things out there that the government do not give a shit about. The crappy standards of driving being one that causes thousands of deaths every year in the uk alone. The only thing that could be done about poor driving was have traffic police officers using their discretion to monitor and deal with it. But, that cost money instead of making it, so they cut the numbers of traffic police to almost none and put up cameras instead. Is it just a coincidence that cameras make money? I think not.
